VA Clinic Celebration !!
It was a great day May 29th when the American Legion Karl Ross Post 16 celebrated its first of many celebrations in support of the new VA Clinic.??With a small group?of?152 Veterans and guests in attendance the room over-flowed with pride and appreciation.? Those that were in attendance of the celebration were Trevor Albertson from Dennis Cardoza's office was present, Jose Morales from Lois Wolk's office was present, Leroy Ornalles and Carlos Villapudua from the Board of Supervisors?was present, along with their Assistants Victor and Scott.? Scott Tyrrell was one of the primary persons that brought the opportunity to the Boards attention, so he receives a special thank you.? Elbert Holman from the Stockton City Council was also present at the celebration.? Along with Sheriff Moore and his wife and Interim Chief of Police Blair Ulring.??It was the American Legion's great pleasure to thank those that were present.?

MCNERNEY INTRODUCES BIPARTISAN BILL TO FIGHT BACK AGAINST METH ABUSE IN CA COMMUNITIES
?Washington, D.C. ? Today, Congressman Jerry McNerney (CA-11) introduced a bill that will help address the threat of methamphetamine abuse in California?s communities.? The METH (Methamphetamine Education, Treatment, and Hope) Act of 2009 will improve identification and prevention of methamphetamine addiction, broaden support for treatment programs targeted to serve pregnant and parenting women, and allocate funding for students to create methamphetamine awareness projects.? H.R. 2818 is cosponsored by Congresswoman Mary Bono Mack (R, CA-45).
?Meth use is a critical problem for our area,? said Rep. McNerney.? ?I introduced this bill because I want the Central Valley to have the resources to fight back against the use of this very harmful substance.? Our entire community will be safer for it.??
Cary Martin, Chairperson of the San Joaquin County Mental Health Board, joined Congressman McNerney in applauding the introduction of the bill.
?My thanks to Congressman McNerney for his leadership in helping San Joaquin County fight back against meth use,? said Mr. Martin.? ?After many years of work in this field, I know how critically important it is that we have the resources to address this problem.?
Specifically, the bill instructs the U.S. Department of Heath and Human Services to:
??Collaborate with professionals to raise awareness about how to recognize signs of substance abuse and apply practices for screening and treating individuals with or at-risk for developing an addiction, including addiction to methamphetamine or other drugs.?
??Develop a clearinghouse that provides information and educational materials to employers and employees about drug testing policies and programs.
??Grant awards in rural areas that have been determined to have a shortage of mental health professional and/or family-based substance abuse treatment options, and to areas determined to have high rates of addiction to methamphetamine or other drugs.
??Expand, intensify, and coordinate efforts to provide methamphetamine or other drug addiction treatment to pregnant and parenting women.
??Provide resources to develop a student-driven methamphetamine awareness project, such as a public service announcement or an advertisement for radio, television, or print, under adult and professional guidance.
?The bill also provides for funding of such programs for 5 fiscal years, beginning with the amount of $20 million in 2010.?
According to a 2008 report issued by the California Partnership for the San Joaquin Valley, which references statistics from the Office of Applied Research and Analysis (OARA), California Department of Alcohol and Drug Programs, over 10,000 people in the San Joaquin Valley were treated for methamphetamine abuse between 2007 and 2008.? Over 4,000 of these people were women with minor children.
The bill is now expected to be referred to the Energy and Commerce Subcommittee on Health for further
consideration.?

TOWN HALL MEETING INFORMATION
June 17th, Carlos Villapudua SJC Board of Supervisor Office, held one of six Town Hall Meetings at the American Legion Karl Ross Post 16.
The Town Hall Meeting consisted of Public Information Officer Angel Arceo of the California Highway Patrol, Sergeant Todd Wright of the SJC Sheriff Office, Maintenance Superintendent of SJC Dept of Public Works Tom Caldwell, SJC Community Development Code Enforcement Officer Robert Glissman, and SJC Environmental Health Rochelle Veloso-Cacapit.
Some of the highlight information was "Who do I call for...?"? All the speakers offered phone numbers, examples, and information as to the process their inquiries would generate.? All the representatives were considerate to the public's need for information and were able to provide examples of what services are within the jurisdiction of the county or the city.

SJ COUNTY?S NEW VETERANS MEDICAL FACILTY TO BE LOCATED IN STOCKTON/FRENCH CAMP AREA
Washington, D.C. ? Today, Congressman Jerry McNerney (CA-11) announced that San Joaquin County?s new medical facility and nursing home for veterans will be located in the general Stockton/French Camp area.?? The exact parcel location is still to be determined .? The facility will include a multi-specialty outpatient clinic and a 120-bed nursing home, the construction and staffing of which is estimated to bring 900 jobs to the area.??
?I?m pleased we?re one step closer to building a new medical facility and nursing home for veterans in San Joaquin County,? said Rep. McNerney.? ?It?s our responsibility to care for the brave men and women who answered our country?s call to serve.? This facility will provide the medical care that the Central Valley?s many veterans have earned.?
Supervisor Leroy Ornellas, Chairman of the San Joaquin County Board of Supervisors, joined Congressman McNerney in applauding the decision.?
? We?re delighted that the Department of Veterans Affairs has narrowed the selection for the site for the veterans? medical facility to the Stockton/French Camp area,? said Supervisor Ornellas.? ?We?ve always believed that the proximity of the County Hospital and the freeway interchanges make this the right area for the facility and will ensure accessibility for our area?s many veterans.?
Earlier this year, the Department of Veterans Affairs selected San Joaquin County as the home for a new veterans? medical facility, with plans to subsequently announce a specific site.? This week, the Department of Veterans Affairs determined that the facility will be located in the general area of Stockton/French Camp.? They are expected to provide recommendations for specific parcel sites in the fall of this year.

Dignity Alcove Inc - Veteran Transitional Housing
At the new facility, veterans would get more than just a roof over their heads. They would be in a two-year program with access to on-site counseling for both substance abuse and post-traumatic stress disorder, or PTSD. The new building also has spot for street-level retail, that could one day allow veterans in the program to work in a deli or a thrift store operated by the nonprofit group.

Last week Karl Ross Post 16 recieved a letter signed by the Senator acknowledging the efforts the Post is taking to support Veterans, their families, our youth, and our community.?
We thank you!
At this point in time we are facing such massive challenges in our local community and our nation that we find ourselves strained and disheartened.? As we loudly?scream at all the wrongs and faults, the Legion strives to roar thunderously at our accomplishments and achivements.? To be acknowledged is one small step.? Our next step is be supported.
Senator Boxer, we formal invite you to support our Veteran's Fun Run that will take place November 14th.? The event is to raise scholarship funds for our San Joaquin County Veteran's attending Delta College, University of the Pacific, and Stanislaus State.? Your Support, endorsement, and attendance of the event would be a huge step in bringing awareness to Veteran issues.
